| OPERATIONS OVERVIEW & FIRE STATIONSThe Operations Division is the largest division within the Rockwall Fire Department (RFD), responsible for emergency service delivery.  It operates out of four fire stations on a three-shift system (A, B, and C shifts), each working 48 hours on and 96 hours off.  An Assistant Chief leads the division, while each shift is managed by a Battalion Chief who oversees daily operations, responds to major incidents, and supports organizational leadership.
The RFD EMS system ensures advanced patient care from 9-1-1 notification to hospital arrival.  It integrates RFD resources with Rockwall County EMS, a private ambulance contractor.   RFD's First Responder Program dispatches fire apparatus for high-priority medical emergencies.  All RFD firefighters are Emergency Medical Technicians (EMTs), certified as EMT-Intermediates or Paramedics.  This advanced training allows them to perform critical life-saving measures, including oxygen therapy, defibrillation, airway management, and administration of emergency drugs.  With strategically placed fire stations, RFD firefighters are often the first on the scene to stabilize patients before ambulance arrival.
Beyond emergency response, Rockwall firefighters engage in continuing education, EMS training, officer development, fire hydrant maintenance, and community-based fire inspections. Minimum staffing for RFD Engines and Aerial Ladders is three to four personnel.  RFD firefighters are certified in various disciplines, including Structural Firefighting, Aerial Operator, Driver/Pump Operator, Fire Instructor, and Advanced Fire Officer.  In addition, RFD members assigned to Station 2 are provided with advanced rescue training for marine responses on Lake Ray Hubbard.
